To fund part of the City of Richmond's $33 million interim plan to address $850 million in Combined Sewer Overflow (CSO) needs. Richmond is one of over 700 cities in the US with combined sewers and the largest combined sewer system in the Commonwealth. During heavy rains these sewers overflow and adversely impact water quality in the James River.

This project will investigate, design, and build the necessary infrastructure to treat the remaining combined sewer discharges from Richmond to achieve compliance with water quality standards. This will involve a combination of new storage facilities, tunnels, larger pipes, and greater treatment capacity at the wastewater treatment plant.
