Project Description

The City of Raton proposes to rehabilitate Kearny Elementary School into a film production and workforce development facility. The school was constructed in the 1930's and was closed in 2016. The facility includes an approximate 20000 square foot building complex located on a 2.25 acre tract, currently owned by the City of Raton. The facility will provide training in all areas and trades associated with film production in partnership with Santa Fe Community College and El Raton Media Works. Funding is sought for facility renovation and studio-related equipment.\n1. Raton has experienced economic decline over a 17 year period due to loss of coal mining and other base industries and employers. Current census data indicates that 26.6% of Raton residents live in poverty. The project is proposed to provide economic opportunity to students, residents and improve the local economic base. The project is anticipated to expand local economic opportunities, principally for low- and moderate-income persons.\n 2. As a result of the decline, Raton has experienced significant slum and blight impacts. The project would renovate a large school building that has been vacant since 2016. The project is anticipated to catalyze housing improvements and commercial facility utilization.\n 3. Raton has experienced declining student population and graduation rates, and reduced school funding from the State of New Mexico. The project is intended to foster a range of local career opportunities associated with film production and improve education metrics in Raton and the region.\n\nCurrently, the City of Raton owns Kearny Elementary School. The intent is for the non-profit, El Raton Media Works (EIN: 87-2570544), to enter into a Local Economic Development Agreement for use and management of the facility. Ownership will stay with the City of Raton for years to come. If ownership were to change, it would be in conjunction with the non-profit for workforce development, not a for-profit entity.
