Project Description

The long-vacant church building at 10 th & Lombard in the Eastside neighborhood will be redeveloped to include at least five affordable, high quality apartments, and a high quality affordable five unit apartment building on adjacent parking lot. We've already completed renovation of the former parsonage, and two affordable apartments are rented. This project will address two serious problems \u2013 lack of quality affordable rentals to serve rent-burdened residents, and far too many vacant buildings that blight the neighborhood.\n\nThe project will remove the safety hazards and blight of a deteriorating vacant building on 10th St., a busy through street in Downtown Wilmington. The project will also return the property to productive use and results in transformation of the 900 block of Lombard and 10th St between Lombard and Pine Streets. The overall project will result in a minimum of 12 high-quality affordable rentals, completed in three phases. In the first phase, five unit affordable apartment buildings will be built along Lombard Street that is currently a parking lot that will be completed and fully rented. In the second phase, five high-quality affordable apartment units will be built on a highly visible corner of two well-traveled streets. The third phase will focus on the highest best use of ground floor level. Funding will be used for the second phase of this project.
