Rio Grande City has a poverty rate of nearly 30% and located in Starr County, a persistently poor county, with over 20% poverty over the last 3 decades. This project is a valuable use of taxpayer funds because the proposed water loop improvements will benefit the low- and moderate-income community in the City by addressing their health and safety needs. As a result of insufficient water pressure being delivered to East Rio Grande City, the improvements are necessary to ensure public health and safety. Further, they will ensure the City is in compliance with TX Commission on Environmental Quality standards. In addition, having adequate water infrastructure will promote economic growth in the community
