The project is a valuable use of taxpayer funds because the project is strongly supported by both the Longview and Kelso School Districts, Cowlitz County and CWCOG. Columbia Heights road is highly trafficked each day and is unique in that it is on the border of Longview and West Kelso. What this means it serves as an important commuter route, school bus route and for parents dropping their kids off at school for both Longview and Kelso School Districts. Improving Columbia Heights road will improve safety for our kids and school employees for years to come and is a much-needed improvement. The Heights Neighborhood, which is served by Columbia Heights, is one of the poorer communities in the area. There are approximately 1,500 households representing a population of 4,000. The average per capita income is $34,800 as compared to the statewide average of $62,000. In terms of jobs, the most recent official estimate of the impacts of infrastructure investment on employment was generated by Council of Economic Advisers (CEA) within the Executive Office of the President. The CEA estimated that every $1 billion in Federal highway and transit investment would support 13,000 jobs for one year. This includes direct, indirect and induced jobs. Using this model, the Columbia Heights project would create 40 new jobs.
