City of Council Bluffs

The goal of this program is to create 75 to 100 new affordable housing units, which will translate into an estimated $40 million in new tax base, per year. Currently, the property is owned by the City and is vacant, which generates less than $1,000 in taxes (one home will need to be acquired.) An investment of $900,000 in taxpayer funds will have a 40x return on investment, annually. Additionally, building affordable housing will reduce the number of renters who are cost burned or severely cost

Procurement pursuit intelligence

This project has been enacted. FFID maps funded projects to likely downstream procurement channels — including recipient portals, state and local systems, agency programs, and Grants.gov. SAM.gov is monitored, but many CPF/CDS-funded opportunities appear first through recipient or state/local procurement systems.
