This request is for $2,000,000 to help the City of Plymouth, MN, update its Zachary Water Treatment Plant by adding a new lamella plate settler system. A lamella plate settler system plant expansion was evaluated for the Zachary plant to improve drinking water quality and eliminate the backwash settling time that reduces the capacity of the plant. An added benefit of the plate settler is a slight increase to the capacity of a treatment plant since filter backwash wastewater can be recycled immediately after a backwash (no settling time required), instead of the four hours currently required. The plate settler addition at the Plant will provide higher quality drinking water with lower manganese and iron levels for residents, schools, and businesses. Also, this project reduces water use (water conservation) in the production of drinking water by recycling 98 percent of backwash water which also has the added benefit of reducing wastewater discharge from the plant which will free-up additional collection and treatment capacity of the Metropolitan Council Environmental Services (MCES) which is another regional benefit.\n\nThe City Council has approved this project in its capital improvement planning process for construction in 2023. The City has committed $1,500,000 from its water fund and is requesting $2,000,000 to ensure this important project proceeds.
