Project Description

Federal assistance for the project would be an excellent use of taxpayer funds. The funds would support public safety by protecting a community lifeline; have regional and local impact; provide environmental justice; protect the natural environment; provide long-term flood risk reduction; support a Distressed Municipality that is partnering with FEMA on coastal resilience strategies and tactics; support flood prevention measures so to avoid otherwise spending on flood recovery; leverage local municipality cost-share funds; and facilitate a near-shovel-ready project with fewer roadblock as the subject property is owned by the Town. \n\n SWPCF impacts approx. 52,000 residents of Stratford (98% of the population), plus business owners and workers, plus government operations, plus a share of the neighboring Shelton population who are all served by the SWPCF.\n\nThe SWPCF is a human waste treatment facility, and, as such, is a Community Lifeline. It enables the continuous operation of critical residential, community, government and business functions that are essential to human health, safety and economic security.\n\nThe flood protection measures project at the WPCF is a high priority of the Stratford Coastal Community Resilience Plan because the operations impact practically everyone in town and the natural environment. The Plan was developed with input from three public meetings, eight Town Departments, multiple land use and waterfront commissions consisting of volunteer residents, and ultimately it was adopted by the elected representative legislative body, the Town Council. \n\nEnvironmental Justice will be well served by federal support for this project. The South End of town, which is low-lying and where many of our lower income and racial minority residents reside, and where many manufacturing and other businesses operate, is the area that would be most negatively affected by a flooded sewer system, because of the proximity to the WPCF.
