ETSU Phase 1 Projects will upgrade and replace USD\u2019s existing clean water treatment works and related facilities. Key drivers for the ETSU Phase 1 program include addressing aging infrastructure, improving water quality in the San Francisco Bay through nutrient removal upgrades, and hardening of infrastructure to support resiliency to the effects of climate change, including sea level rise and storm surge events.\n\nAs improving the quality of treated wastewater will require a substantial ongoing increase in USD\u2019s treatment facility\u2019s electrical power needs, the Campus Solar Project seeks to offset these anticipated increases by adding additional solar photovoltaic power generation on-site, with the combined features providing both cleaner water and cleaner air for our region. Federal assistance would be dedicated to the construction of an innovative alternative energy production facility that would reduce demand on existing energy systems. The proposed project would support the State of California\u2019s goal of net zero greenhouse gas emissions and diversification of its alternative energy portfolio.\nThe Campus Solar Project supports the Administration\u2019s priority to reduce greenhouse gas emissions and dependence on fossil energy, supports reliable and sustainable energy production to minimize public service shutoffs that jeopardize operations, and helps to offset increased power usage that improvement of San Francisco Bay water quality requires while delivering cost-effective services to District 15 customers and benefits to the entire San Francisco Bay area.\n\nUSD strives to keep rates as low as possible for customers, and the Campus Solar renewable energy infrastructure will help the District manage its energy needs in cost-effective ways while providing environmental benefits. Reliable, affordable wastewater services provide for robust economic growth while ensuring protection of the environment.
