Project Description

The purpose of the $5 million funding request is to support the construction of site work and offsite public improvements for Hughes House, a new 210-unit, mixed-income apartment community to be constructed on a portion of the former Cavile Place public housing site. The funding will help close a significant financing gap and allow for the completion of an extensive scope of public improvements that are sorely needed to support the long-term viability of the Hughes House development.\nThe need for improvements to streets, sidewalks, water and sanitary sewer and storm water management is critical to a resilient and sustainable community. The Stop Six neighborhood has suffered due to lack of public and private investment in infrastructure for several decades. The existing water and sewer lines are outdated and no longer code compliant and do not have the capacity to support critically needed new housing. The storm water management system is essentially non-existent. Streets and sidewalks are in disrepair and a new street is critical to reestablish the street grid in the neighborhood. Pedestrian street lighting, curbs and gutters, street trees and landscaping in the right-of-way are essential components to provide a safe and walkable community for residents.\nInvestment in the project will provide for a future development of affordable housing for very low- and low-income family and elderly households, which is a valuable use of taxpayer funds. Seventy percent of all family housing units will be set aside for households with incomes between 30% and 60% of Area Median Income. The funding investment in infrastructure will ensure that the Hughes House development will be able to continue to operate as long-term affordable housing, which is a benefit for residents, Fort Worth Housing Solutions, and the surrounding community.
