Louisville Metro Government Department of Public Works
9th Street is a physical and psychological barrier that divides neighborhoods of\npredominately Black populations from the rest of the city. This project will take a major\nstep towards healing past injustices and racial segregation by removing this physical\nbarrier and redesigning it into a human-scale corridor for pedestrians, bicyclists, transit\nriders, micromobility users, and people with disabilities. This project will implement\nComplete Streets principles and techniques that will improve safety for all modes of\ntransportation, but particularly for non-motorized travelers. It will build a sustainable\nand resilient linear park to increase tree canopy, improve stormwater drainage, and\nreduce greenhouse gas emissions in an area of the county that is ranked some of the\nworst for those conditions. It will also enhance health outcomes and economic\nopportunity for historically disenfranchised neighborhoods consisting of majority Black\nresidents.
