Montgomery County Fiscal Court

The proposed project will make improvements to the Montgomery County Sanitation District’s sewer collection system and wastewater treatment plant to eliminate/reduce sanitary sewer overflows, reduce inflow and infiltration, and rehabilitate the wastewater treatment plant.

The Montgomery County Sanitation District is under an Agreed Order due to sanitary sewer overflows (SSO) and bypasses throughout the system. The SSOs release raw sewage in areas throughout the system’s service area and create significant public health risks along with significant environmental impacts. Complaints are received routinely from affected homeowners and businesses in the area.

The District is required to take remedial measures to eliminate and/or reduce the frequency and volume of SSOs and eliminate approximately 13 sewer bypasses. Due to long-term deferred maintenance and lack of capital investments, the collection and treatment system has considerable deficiencies that must be corrected. Without the aid of grant funds, the cost of remedial measures needed to bring the system back into compliance will double the current minimum sewer bill in the area to approximately $80-$90 per month. This will make the sewer rates of the area “unaffordable” according to EPA’s guidelines that the sewer rates should be less than 2.5% of the community’s Median Household Income ($90 per month is 2.5% of the service area’s $43,857 MHI).

Procurement pursuit intelligence

This project has been enacted. FFID maps funded projects to likely downstream procurement channels — including recipient portals, state and local systems, agency programs, and Grants.gov. SAM.gov is monitored, but many CPF/CDS-funded opportunities appear first through recipient or state/local procurement systems.
