Project Description

The City of Davenport seeks funding for a flood mitigation project at the intersection of River Drive and Marquette Street (US 61). This location currently floods when the Mississippi River is at a relatively low level: stage 14.5. Underground storm sewer improvements at the intersection will install a new segment of future bypass storm sewer and backflow prevention on the existing storm sewer to keep the roadway dry until the area is flooded via overland. This will significantly reduce flood response from City operations and keep this area dry for an additional 3.5 feet of river flood stage. The underground improvements will keep River Drive open with unimpeded access until it needs to be closed due to overland flooding. \n\nThese improvements will significantly reduce the flood response needed at this intersection. Currently, action is required at approximately stage 14.5. The river backs up through the existing storm sewer system and floods out of nearby intakes which inundates the state highway. City staff set up pumps to actively flood fight to keep the road open. Using historical data from the U.S. Army Corps of Engineers, if this improvement had been in place 20 years ago, the City\u2019s flood response and impacts to transportation would have been reduced by 446 days. These improvements will gain 3.5 feet of passive flood protection to keep River Drive / US 61 open without intervention from the City up to stage 18.\n\nThe project is supported by the Iowa State Hazard Mitigation Office and will fulfill the mitigation goal to protect the health, safety, and quality of life for Iowa citizens while reducing or eliminating property losses, economic costs, and damage to the natural environment cause by a disaster.
